Frank W. Kowalkowski is a graduate, magnum cum laude, of Marquette University Law School. He is admitted to practice in Wisconsin as well as the Federal District Court (Eastern and Western Districts) and the 7th Circuit Court of Appeals. He is a member of the Brown County Bar Association, the State Bar of Wisconsin, and Construction & Public Contract Law Section of the State Bar of Wisconsin.
Frank represents developers, contractors, material suppliers, architects, engineers and owners on a variety of issues for both commercial and residential projects, including real estate acquisition and development, contract formation, construction claims, insurance coverage disputes and the establishment and foreclosure of liens. Frank also represents banks, municipalities and various business owners on a variety of issues, including business formation, mergers and acquisitions, contracts and other business matters.
He has represented clients from Wisconsin, Minnesota, Utah, Oklahoma, Texas and Colorado in Wisconsin based construction disputes. He is a frequent lecturer at Continuing Legal Education seminars and for several years has taught the Construction Law Class for the Brown County Home Builders Association, attendance at which is a requirement for their builder certification. Most recently, he developed the curriculum for and teaches the Construction Law and the Builder Qualifier courses at the Northeast Wisconsin Technical College.
Frank’s past appellate work includes the representation of clients in federal court before the 7th Circuit Court of Appeals, the Wisconsin Court of Appeals and the Wisconsin Supreme Court. His published cases include Anderson v. Am. Family Mut. Ins. Co., 203 Wis. 148; 263 Wis.2d 121; 671 N.W.2d 651, in which he obtained a unanimous decision from the Wisconsin Supreme Court enabling his clients to pursue a wrongful death action stemming from the death of their son and Robert E. Lee & Assocs. v. Peters, 209 Wis.2d 437; 563 N.W.2d 546, in which he successfully obtained insurance coverage for his client for an environmental clean up claim.
Frank’s community involvement includes 6 years as a Board member for the Lakeland Chapter of the American Red Cross, the last two of which he served on the executive committee. For several years he has been a member of the Board of Education for Notre Dame of DePere, including a term as President of that School Board. He has taught Sunday School with his wife Julie, volunteered for Special Olympics and enjoys coaching several of his three daughter’s sporting teams.
